Part 152: Resource Management Plan
(OUTPUT Project Resource Management: Plan Resource Management)

  • Tells us how to acquire, allocate, manage, and release project resources
  • It contains
    • List of required resources
      • Includes physical and human resources
    • Guidelines for acquiring resource
    • Role and Responsibilities
      • Role = the job that will a person will perform (example, mechanical engineer, technician, backhoe operator)
      • Authority = the right to make decisions, use project resources, and approve deliverables
      • Responsibility = the specific duties that a person is expected to perform
      • Competence = the skills that a person is required to have in order to perform their responsibilities
      • A person’s role, authority, responsibility, and competence should match.  Why?  A person who does not have enough skills (competence) to complete the tasks assigned to him will fail.  For example, hiring an electrician to design a bridge will not be a good idea.  A person who does not have enough authority to complete the tasks assigned to him will also fail.  For example, hiring an accountant, but not providing her with authority to sign checks will not be a good idea.
      • Project Organization Chart
        • Displays the team members, their responsibilities, and how they report to each other
        • The complexity of the chart depends on the complexity of the project and the size of the project team
      • Project Team Resource Management
        • Guidelines for staffing, managing, and releasing project team members
      • Training and development guidelines for team members
      • Resource Control
        • Guidelines to ensure that the project has enough physical resources
      • Recognition Plan
        • Methods of rewarding team members who are successful
