- Must be detailed enough to allow sellers to determine if they can provide the required product, service, or result
- Can include specifications, quantity, quality levels, and performance data
- Includes collateral services such as post-project operational support and maintenance
- Multiple products and services can be grouped into one procurement item
- Terms of Reference (TOR)
- Terms of Reference are like the SOW
- Used in procuring services
